The EU Battery Directive 2023/1542 was promulgated on July 28, 2023. According to the EU plan, the new battery regulation will be mandatory from February 18, 2024. As the first regulation globally to regulate the entire life cycle of batteries, it has detailed requirements for every aspect of battery production, including raw material extraction, design, production, use, and recycling, which has attracted widespread attention and high attention.
The new EU battery regulations will not only accelerate the green transformation and sustainable development of the global battery industry, but also bring more new requirements and challenges to manufacturers in the battery industry chain. As a global producer and exporter of batteries, China, especially lithium batteries, has been promoted to one of the "new three types" of Chinese exports. While actively responding to new regulatory challenges, enterprises have also ushered in new green changes and development opportunities.

Implementation timeline for the EU Battery Regulation (EU) 2023/1542:
Regulations officially released on July 28, 2023
The regulation will come into effect on August 17, 2023
The implementation of the 2024/2/18 regulation will begin

After February 2025, there will be more new requirements such as due diligence, waste battery management, QR codes, battery passports, removable and replaceable, and requirements for recycled materials gradually becoming mandatory.
How should manufacturers respond?
According to regulatory requirements, manufacturers are the first responsible party for batteries complying with this regulation and need to ensure that the designed and manufactured products comply with all applicable provisions of the new EU regulations.
The steps that manufacturers need to fulfill their responsibilities before launching batteries into the EU market are as follows:
1.Design and manufacture batteries in accordance with regulatory requirements,
2. Ensure that the battery completes compliance assessment, prepare technical documents that comply with regulatory requirements (including test reports proving compliance, etc.),
3. Attach the CE mark to battery products and draft an EU declaration of conformity.
Starting from 2025, specific requirements in the battery compliance assessment model (D1, G), such as carbon footprint assessment of battery products, assessment of recyclable materials, and due diligence, need to be evaluated by EU authorized announcement agencies. The evaluation methods include testing, calculation, on-site audit, etc. After evaluation, it was found that the products did not comply with the regulations, and the manufacturer needs to rectify and eliminate the non conformities. The EU will also implement a series of market supervision measures for batteries that have been put into the market. If any non-conforming products are found to enter the market, corresponding measures such as delisting or recall will be implemented.
