[Attention] Latest information on international certification (February 2024)

1. China
New adjustments to China's RoHS conformity assessment and testing methods
On January 25, 2024, the National Certification and Accreditation Administration announced that the applicable standards for the qualified assessment system for the restricted use of harmful substances in electrical and electronic products have been adjusted from GB/T 26125 "Determination of Six Restricted Substances (Lead, Mercury, Cadmium, Hexavalent Chromium, Polybrominated Biphenyls, and Polybrominated Diphenyl Ethers) in Electronic and Electrical Products" to GB/T 39560 series of eight standards.
The Ministry of Industry and Information Technology has issued the Interim Measures for the Management of Drone Radio Systems
The relevant points are as follows:
① Civil unmanned aerial vehicle communication system wireless radio stations that achieve remote control, telemetry, and information transmission functions through direct communication shall use all or part of the following frequencies: 1430-1444 MHz, 2400-2476 MHz, 5725-5829 MHz. Among them, the 1430-1444 MHz frequency band is only used for the telemetry and information transmission downlink of civil unmanned aerial vehicles; The 1430-1438 MHz frequency band is dedicated to communication systems for police unmanned aerial vehicles or police helicopters, while the 1438-1444 MHz frequency band is used for communication systems for civilian unmanned aerial vehicles of other units and individuals.
② The communication system of micro civil unmanned aerial vehicles can achieve remote control, telemetry, and information transmission functions, and can only use frequencies in the 2400-2476 MHz and 5725-5829 MHz frequency bands.
③ Civil unmanned aerial vehicles that achieve detection, obstacle avoidance, and other functions through radar should use low-power short-range radar equipment in the 24-24.25 GHz frequency band.
This method will come into effect on January 1, 2024, and the Notice of the Ministry of Industry and Information Technology on the Frequency Use of Unmanned Aerial Vehicle Systems (MIIT No. [2015] 75) will be abolished simultaneously.
2. India
Official announcement from India (TEC)
On December 27, 2023, the Indian government (TEC) announced the reclassification of General Certification Scheme (GCS) and Simplified Certification Scheme (SCS) products as follows. GCS has a total of 11 categories of products, while SCS has 49 categories, effective January 1, 2024.
3. Korea
RRA Announcement No. 2023-24
On December 29, 2023, the National Radio Research Agency (RRA) of South Korea issued RRA Announcement No. 2023-24: "Announcement on the Qualification Assessment Rules for Broadcasting and Communication Equipment.".
The purpose of this revision is to enable imported and re exported equipment to obtain exemption without the need for exemption verification procedures, and to improve the classification of EMC equipment.
4. Malaysia
MCMC reminds two new radio technology specifications
On February 13, 2024, the Malaysian Communications and Multimedia Council (MCMC) reminded two new technical specifications approved and released on October 31, 2023:
①Specification for Aviation Radio Communication Equipment MCMC MTSFB TC T020:2023;

②Maritime Radio Communication Equipment Specification MCMC MTSFB TC T021:2023.
5. Vietnam
MIC issues Notice No. 20/2023TT-BTTTT
The Vietnamese Ministry of Information and Communications (MIC) officially signed and issued Notice No. 20/2023TT-BTTTT on January 3, 2024, updating the technical standards for GSM/WCDMA/LTE terminal equipment to QCVN 117:2023/BTTTT.
6. US
CPSC approved ASTM F963-23 Toy Safety Specification
The Consumer Product Safety Commission (CPSC) in the United States unanimously voted to approve the revised version of ASTM F963 Toy Safety Standard Consumer Safety Specification (ASTM F963-23). According to the Consumer Product Safety Improvement Act (CPSIA), toys sold in the United States on or after April 20, 2024 will be required to comply with ASTM F963-23 as a mandatory consumer product safety standard for toys. If CPSC does not receive significant objections before February 20th, the standard will be included in 16 CFR 1250, replacing references to earlier versions of the standard.
7. Canada
ISED releases the 6th edition of the RSS-102 standard
On December 15, 2023, the Canadian Department of Innovation, Science and Economic Development (ISED) released a new version of the 6th edition of the RSS-102 standard. ISED provides a transition period of 12 months for the new version of the standard. During this transition period, certification applications for RSS-102 5th or 6th edition will be accepted. After the transition period, the new version of the 6th edition of the RSS-102 standard will be mandatory.
8. EU
EU releases draft ban on bisphenol A for FCM
On February 9, 2024, the European Commission issued a draft regulation to amend (EU) No 10/2011 and (EC) No 1895/2005, replacing and repealing (EU) 2018/213. The draft prohibits the use of bisphenol A in food contact materials and products, and also regulates the use of other bisphenol and its derivatives.
The deadline for soliciting public opinions is March 8, 2024.
9. UK
The UK is about to implement the Product Safety and Telecommunications Infrastructure Act 2022 (PSTIA)
To ensure product safety in the UK and promote the development of communication infrastructure. The UK will enforce the Product Safety and Telecommunications Infrastructure Act 2022 (PSTIA) on April 29, 2024. This bill mainly targets most communication products or devices that can be connected to the internet.
