On January 9, 2024, BIS released a parallel testing implementation guide for Compulsory Certification of Electronic Products (CRS), which includes all electronic products in the CRS catalog and will be permanently implemented. This is a pilot project following the release of mobile terminal cells, batteries, and the phone itself on December 19, 2022, and the addition of 1) wireless headphone and in ear headphones on June 12, 2023; 2) Since laptops/laptops/tablets were included in the trial list, parallel testing has been implemented on a larger scale.
1. How to operate the manufacturer specifically
Testing phase：
1) All products that require registration with BIS-CRS can undergo parallel testing in BIS accredited laboratories;
2) In parallel testing, the laboratory will test the first component and issue a test report;
3) In the CDF of the second component, it is no longer necessary to write the R-num of the first component, only the laboratory name and test report number need to be mentioned;
4) If there are other components or final products in the future, this procedure will also be followed.
Registration stage：The BIS Bureau of India will still complete the registration of components and final products in order.
2. Manufacturers need to bear the risks and responsibilities associated with parallel testing on their own
When submitting samples to the laboratory and registration applications to the BIS bureau, manufacturers need to make commitments covering the following requirements:
The final product of mobile phones consists of battery cells, batteries, and power adapters. These three products are all covered in the CRS catalog and can be tested in parallel in any BIS laboratory/BIS accredited laboratory.
1) Before obtaining a registration certificate for the battery cell, the BIS laboratory/BIS accredited laboratory can initiate battery pack testing. In the test report of the battery pack, the cell test report number and laboratory name can be reflected instead of the original cell certificate number that needs to be reflected.
2) Similarly, laboratories can initiate mobile phone product testing without registration certificates for battery cells, batteries, and adapters. In the mobile phone test report, these test report numbers and laboratory names will be reflected.
3) The laboratory should evaluate the test report of the battery cells and then release the test report of the batteries. Similarly, before releasing the test report for the finished mobile phone, the laboratory should evaluate the test report for the battery and adapter.
4) Manufacturers can submit BIS registration applications for products at all levels simultaneously.
5) However, BIS will issue certificates in order. BIS will only issue BIS certificates for mobile phones after obtaining registration certificates for all levels of components/accessories involved in the final product.
