The EU Radio Equipment Directive (RED) 2014/53/EU was implemented in 2016 and applies to all types of radio equipment. Manufacturers selling radio products in the European Union and the European Economic Area (EEA) market must prove that the products comply with the RED Directive and affix the CE mark on the products to indicate compliance with the RED 2014/53/EU.
The necessary requirements for the RED instruction include
Art. 3.1a. Protecting the health and safety of device users and anyone else
Art. 3.1b. Adequate Electromagnetic Compatibility (EMC)
Art. 3.2. Effectively utilize radio spectrum to avoid harmful interference.
Art. 3.3. Meeting special requirements
The purpose of the RED directive
To ensure easier market access and higher levels of protection for consumer health and safety, as well as poultry and property. To prevent harmful interference, radio equipment should have sufficient electromagnetic compatibility and be able to effectively use and support the effective utilization of radio spectrum. The RED instruction covers safety, electromagnetic compatibility EMC, and radio spectrum RF requirements. The radio equipment covered by RED is not bound by Low Voltage Directive (LVD) or Electromagnetic Compatibility Directive (EMC): the basic requirements of these directives are covered by the basic requirements of RED, but with certain modifications.
CE-RED certification
RED instruction coverage
All radio devices operating at frequencies below 3000 GHz. This includes short range communication devices, broadband devices, and mobile communication devices, as well as wireless devices used only for sound reception and television broadcasting services (such as FM radios and televisions). For example: 27.145 MHz wireless remote control toys, 433.92 MHz wireless remote control, 2.4 GHz Bluetooth speakers, 2.4 GHz/5 GHz WIFI air conditioners, mobile phones, and any other electronic appliances with intentional RF transmission frequency inside.
Typical products certified by RED
1)Short Range Devices (Wi-Fi, Bluetooth, Zigbee, RFID, Z-Wave, Induction Loop, NFC).
2)Wideband Data transmission systems
3)Wireless microphones
4)Land Mobile
5)Mobile/Portable/Fixed Cellular (5G/4G/3G) - including in base stations and repeaters
6)mmWave (Millimetre Wave)-Including wireless systems such as mmWave backhaul
7)Satellite Positioning-GNSS (Global Navigation Satellite System), GPS

RED certification
RED testing section
1)RED RF standard
If embedded in a certain type of product, it needs to meet the corresponding product standards, for example, multimedia products need to meet:
2)EMC standards
There are also corresponding safety standards for LVD instructions, such as multimedia products that need to meet:
2)LVD low voltage command
Materials required for CE RED certification
1)Antenna specifications/Antenna gain diagram
2)Fixed frequency software (to enable the transmission module to continuously transmit at a certain frequency point, usually BT and WIFI must provide it)
3)Bill of Materials
4)Block Diagram
5)Circuit Diagram
6)Product Description and Concept
7)Operation
8)Label Artwork
9)Marketing or Design
10)PCB Layout
11)Copy of Declaration of Conformity
12)User Manual
13)Declaration on Model Difference
