EU ECHA restricts the use of hydrogen peroxide in cosmetics

On November 18, 2024, the European Chemicals Agency (ECHA) updated the list of restricted substances in Annex III of the Cosmetic Regulation. Among them, the use of hydrogen peroxide (CAS number 7722-84-1) is strictly restricted. The specific regulations are as follows:
1.In professional cosmetics used for eyelashes, the hydrogen peroxide content should not exceed 2% and should only be used by professionals.
2.The upper limit of hydrogen peroxide content in skin care products is 4%.
3. The hydrogen peroxide content in oral care products (including mouthwash, toothpaste, and teeth whitening products) shall not exceed 0.1%.
4.The upper limit of hydrogen peroxide content in hair care products is 12%.
5. The hydrogen peroxide content in nail hardening products shall not exceed 2%.
6.The upper limit of hydrogen peroxide content in teeth whitening or bleaching products is 6%. This type of product can only be sold to dental practitioners, and its first use must be operated by dental professionals or under their direct supervision to ensure an equivalent level of safety. Afterwards, it can be provided to consumers to complete the remaining treatment courses. Individuals under the age of 18 are prohibited from using it.
These restrictive measures aim to protect consumer health while ensuring the effectiveness of cosmetics. Cosmetics manufacturers and retailers should strictly comply with these regulations to meet EU regulatory requirements.
The new regulations also require products containing hydrogen peroxide to be labeled with the words “containing hydrogen peroxide” and indicate the specific percentage of content. At the same time, the label should also warn consumers to avoid eye contact and rinse immediately with water if accidentally touched.
This update reflects the EU’s high emphasis on cosmetic safety, aimed at providing consumers with safer and more transparent product information.
