On January 23, 2024, the European Chemicals Administration (ECHA) officially added five potential substances of high concern announced on September 1, 2023 to the SVHC candidate substance list, while also addressing the hazards of DBP, a newly added endocrine disrupting characteristic (Article 57 (f) - Environment).
However, resorcinol (CAS NO. 108-46-3), which was previously proposed for inclusion in the SVHC list in June 2021, is still pending decision and has not been added to the official list. So far, the SVHC candidate list has been officially updated to include 30 batches of 240 substances.

According to REACH regulations, enterprises producing SVHC and enterprises manufacturing products containing SVHC have different responsibilities and obligations:
·When SVHC is sold as a substance, SDS needs to be provided to downstream users;
·When SVHC is a constituent substance in the configuration product and its content is greater than 0.1%, SDS needs to be provided to downstream users;
·When the mass fraction of a certain SVHC in the produced or imported goods exceeds 0.1% and the annual production or import volume of the substance exceeds 1 ton, the manufacturer or importer of the goods should notify ECHA.
After this update, ECHA plans to announce the 31st batch of 2 SVHC review substances in February 2024. As of now, there are a total of 8 SVHC intended substances in the ECHA program, which have been initiated for public review in 3 batches. The specific content is as follows:
According to REACH regulations, if an item contains SVHC and the content is greater than 0.1% (w/w), downstream users or consumers must be informed and fulfill their information transmission obligations; If the item contains SVHC and the content is greater than 0.1% (w/w), and the annual export volume is greater than 1 ton, it must be reported to ECHA; According to the Waste Framework Directive (WFD), starting from January 5, 2021, if the SVHC content in an item exceeds 0.1%, SCIP notification must be issued.
