FCC’s latest SAR testing regulations, portable device manufacturers quickly investigate these 5 key changes
On April 2, 2025, the FCC issued guidelines for testing portable devices for radio frequency exposure (SAR, PD, EMF, etc.) under 47 CFR Part 2.1093, mainly involving KDB 447498, Reference documents such as KDB 616217 and KDB 648474. The key points of the new regulations are as follows:
Core change: Comprehensive tightening of testing distance
Body RF exposure test distance:
Original standard: The body testing distance for mobile phones and other devices is 15mm.
After the implementation of the new regulations (effective from April 2, 2025): All portable devices (mobile phones, tablets, laptops, etc.) must have a testing distance of ≤ 5mm, unless the device is equipped with FCC approved inherent devices (such as brackets, fixed structures).
Exception: The Hotspot mode test distance is still 10mm.FCC ID
Compliance requirements for inherent devices
Size limit: Height ≤ 25mm, dimensions must be clearly marked in the certification document.
Document statement: The user manual should clearly indicate that the device has passed FCC testing and may involve KDB Inquiry procedures (such as KDB 447498, etc.).
Design tip: The inherent device needs to be placed inside the device and cannot be disassembled (such as a phone holder that needs to be designed as an integral part of the body).

Testing precautions
Data separation: The testing data for mobile Hotspot and Body Horn modes cannot be shared, which may increase the testing time.
Cross border certification: The Canadian ISED standard (RSS-102 Issue 6) allows for a body testing distance of 10mm. If applying for FCC+ISED certification at the same time, separate testing or uniform execution of 5mm is required.
Rectification risk: Reducing the testing distance may lead to RF exceeding the standard. It is recommended to evaluate the design compliance in advance.
