Singapore:IMDA Opens Consultation on VoLTE Requirements

Following the Kiwa product compliance regulatory update on the 3G service discontinuation plan on July 31, 2023, the Information and Communications Media Development Authority (IMDA) of Singapore issued a notice reminding dealers/suppliers of Singapore's timetable for phasing out 3G network services and conducting public consultations on the proposed VoLTE requirements for mobile terminals.

The summary of the notice is as follows:
Singapore's 3G network will be gradually phased out from July 31, 2024.
As mentioned earlier, starting from February 1, 2024, IMDA will not allow the sale of mobile phones that only support 3G and smartphones that do not support VoLTE for local use, and the registration of these devices will also be invalid.
In addition, IMDA would like to seek the opinions of dealers/suppliers on the following proposed requirements for mobile phones imported for sale in Singapore:
1. Distributors/suppliers should verify whether mobile phones can make VoLTE calls on the public networks of all four mobile network operators ("MNOs") in Singapore (tested by distributors/suppliers themselves), and submit corresponding declaration letters during device registration.
2. Distributors/suppliers should ensure that the mobile phone complies with the specifications in 3GPP TS34.229-1 (refer to Appendix 1 of the consultation document) and submit a compliance checklist during the device registration period.
Specifically, dealers/suppliers are requested to provide feedback from the following three aspects:
i. Can only partially meet the requirements
Ii Is there any specification in Attachment 1 that cannot be met;
Iii. Can only phones produced after a specific date meet the specifications
IMDA requires dealers/suppliers to submit their opinions via email before January 31, 2024.
