The product standard UL4200A-2023, which includes button coin batteries, officially came into effect on October 23, 2023

On September 21, 2023, the Consumer Product Safety Commission (CPSC) of the United States decided to adopt UL 4200A-2023 (Product Safety Standard for Products Including Button Batteries or Coin Batteries) as a mandatory consumer product safety rule for consumer products containing button batteries or coin batteries, and the relevant requirements were also included in 16 CFR 1263.

The standard UL 4200A: 2023 for consumer products containing button/coin batteries officially came into effect on October 23, 2023. 16 CFR 1263 also came into effect on the same day, and the Consumer Product Safety Commission (CPSC) in the United States will grant a 180 day enforcement transition period from September 21, 2023 to March 19, 2024. The enforcement date of the 16 CFR 1263 Act is March 19, 2024.
1) Applicable product range:
1.1 These requirements cover household products that contain or may use button batteries or coin batteries.
1.2 These requirements do not include products that specifically use zinc air battery technology.
1.2A These requirements do not include toy products that meet the battery accessibility and labeling requirements of ASTM F963 Toy Safety Standard.
1.3 These requirements apply to consumer products containing button batteries or coin batteries.
They are not suitable for products that are not intended to be used in places that children may come into contact with due to their specific purpose and instructions, such as products used for professional or commercial purposes in places where children are usually or are not present.
1.4 These requirements aim to supplement other safety requirements for products containing button batteries or coin batteries, rather than replacing specific requirements included in other safety standards to mitigate the physiological hazards of button batteries or coin batteries.
2) Definition of button battery or coin battery:
A single battery with a maximum diameter not exceeding 32 millimeters (1.25 inches) and a diameter greater than its height.
3) Structural requirements:
Products using button/coin batteries should be designed to minimize the risk of children taking out, ingesting, or inhaling the battery. The battery compartments must be fixed so that they require the use of tools or at least two independent and simultaneous hand movements to open, and these two opening actions cannot be combined by one finger in one action. And after performance testing, the battery compartment door/cover must not be opened and should remain functional. The battery should not be accessible.
4) Performance testing:
Includes stress release testing, drop testing, impact testing, compression testing, torque testing, tensile testing, pressure testing, and safety testing.
5) Identification requirements:

The instruction manual and manual (if any) should include all applicable markings in Figure 7B. 1 or Figure 7B. 2, as well as the following instructions:
a) "According to local regulations, remove and immediately recycle or dispose of used batteries, away from children. Do not dispose of batteries in household waste or burn them."
b) The statement "Even used batteries may cause serious injury or death."
c) Statement: "Call the local poison control center to obtain treatment information."
d) A statement indicating compatible battery types (such as LR44, CR2032).
e) A statement indicating the nominal voltage of the battery.
f) Declaration: "Non rechargeable batteries must not be recharged."
g) Statement: "Do not force discharge, recharge, disassemble, heat to above the manufacturer's specified rated temperature, or burn. Doing so may cause injury to personnel due to exhaust, leakage, or explosion, resulting in chemical burns."
Products with replaceable button/coin batteries should also include:
a) The statement "Ensure that the battery is correctly installed according to polarity (+and -)."
b) "Do not mix new and old batteries, different brands or types of batteries, such as alkaline batteries, carbon zinc batteries, or rechargeable batteries."
c) "According to local regulations, remove and immediately recycle or dispose of batteries from equipment that has not been used for a long time."
d) Statement: "Always fully secure the battery box. If the battery box is not securely closed, stop using the product, remove the battery, and keep it away from children."
Products with non replaceable button/coin batteries should also include a statement indicating that the product contains non replaceable batteries.
