US EPA postpones PFAS reporting rules

REACH

On September 20, 2024, the Official Journal of the European Union published the revised REACH Regulation (EU) 2024/2462, amending Annex XVII of the EU REACH Regulation and adding item 79 on the control requirements for perfluorohexanoic acid (PFHxA), its salts, and related substances. This regulation shall automatically become a member state regulation and be enforced within 20 days from the date of publication in the Official Journal of the European Union, and shall be binding as a whole and directly applicable to all member states. The specific restrictions are as follows:

PFHxA and its salts and related substances belong to a class of perfluorinated and polyfluoroalkyl compounds (PFAS).

PFHxA is commonly used in industries such as clothing, textiles, and paper/cardboard food packaging as a waterproof, oil resistant, and stain resistant agent. PFHxA is considered an extremely difficult to degrade chemical substance that can accumulate in both the human body and the environment. PFHxA's salt related substances have a series of harmful characteristics: they can migrate in aquatic environments, easily spread between different parts of the environment through aqueous media, have long-distance migration potential, and may accumulate in plants, which are important sources of nutrition for humans. Due to its migratory nature, PFHxA also exists in drinking water. Food and drinking water are important channels through which humans are exposed to this substance through the environment. In addition, the substance has shown adverse effects in developmental toxicity studies.

REACH Appendix XVII imposes restrictions on perfluorohexanoic acid (PFHxA), its salts, and related substances, which means that companies must take corresponding control measures to comply with the new regulatory requirements.
